EPA also includes PM10 in this NAAQS review. Final promulgation of new standards will follow. It is unlikely that the levels of the standards used in these maps will be the same as the final numbers. Different lowest levels are suggested for ‘consideration’ in the second policy assessment document of June 2010 in the post above. EPA will actually propose annual primary and secondary, and 24-hr primary and secondary PM2.5 standards (or a range of standards) in Febraury 2011, to go final October 2011. Posted 4/8/2010 EPA Releases Draft Policy Assessment in Review of the PM NAAQS (March 15, 2010) – EPA released its draft policy assessment in the review of the particulate matter (PM) NAAQS. With respect to the primary standard for fine particulate matter (PM2.5), EPA says that its preliminary conclusion is that the “available information clearly calls into question the adequacy of the current suite of PM2.5 standards and provides strong support for giving consideration to revising the current standards to provide increased public health protection.” The assessment says that consideration should be given to revising the PM2.5 standards to provide both short- and long-term protection, with the annual standard serving as the “controlling” standard and the 24-hour standard providing “supplemental protection against days with high peak concentrations associated with localized ‘hotspots’ and risk arising from seasonal emissions that might not be well controlled by a national annual standard.” The alternative suites suggested are as follows: a revised PM2.5 annual standard within the range of 13 to 12 micrograms per cubic meter (µ g/m3), together with retaining or revising the 24- hour standard within the range of 35 to 30 µ g/m3, or revising the annual standard within the range of 11 to 10 µ g/m3, together with revising the 24-hour standard within the range of 30 to 25 µ g/m3. The current annual PM2.5 standard is 15 µ g/m3 and the 24-hour standard is 35 µ g/m3. The draft report also recommends that the agency consider setting a separate secondary standard for visibility, either using the existing PM2.5 indicator or establishing a new PM light extinction indicator. With respect to coarse particles (PM10), the report states that “the available evidence could support either revising the current PM10 standard to increase public health protection against exposures to thoracic coarse particles or retaining the current PM10 standard, depending on the emphasis placed on different aspects of the evidence and associated uncertainties.” EPA is slated to propose revisions to the PM NAAQS by November 2010 and finalize any revisions by July 2011. Posted 10/9/2009 On October 8, 2009 EPA finalized the PM2.5 nonattainment areas (NAAs) for the 2006 PM2.5 standard (35 micrograms/m^3, 24-hr average). Links are provided here giving additional information about the designations (maps, timelines, etc.). Then, attached is the GIS coverage of those NAAs provided by epa (and also available at an EPA website from link below).

Posted 3/4/2009 Attached are two sets of files (one in .zip format and one in .rar format) that consist of maps showing the new PM2.5 nonattainment areas (as finalized 12/2008) overlaid on Federal Lands. The NAAforPM2_5_maps.zip includes a map that lists the acreages by Federal agency that fall within a NAA. NAAforPM2_5_maps.zip was processed courtesy of BLM and Air_Quality_Finals.rar was processed courtesy of the FS.

Posted 1/19/2009 January 15, 2009 -- EPA is seeking comments on a proposal to revise the Agency’s Air Quality Index (AQI) states use to report daily concentrations for fine particle pollution, also known as PM2.5. The proposal also would set a “significant harm level” for PM 2.5, which states use in developing emergency episode plans. EPA will hold a public hearing March 5, 2009 in in the Dallas area.
